About the Conference

The International Scientific and Practical Conference entitled "35 Years of the State Independence of the Republic of Tajikistan: Advancing and Strengthening Hydrometeorological Monitoring and Glacier Protection in the Context of Climate Change" is organized to support the implementation of the state policy of the Republic of Tajikistan in the fields of hydrometeorology, climate change, environmental protection, sustainable water resources management, and cryosphere conservation, while promoting international scientific and technical cooperation.

The Conference is dedicated to the celebration of the 35th Anniversary of the State Independence of the Republic of Tajikistan and aims to showcase the country's achievements in the development of the hydrometeorological sector, the promotion of international initiatives for glacier preservation, and the advancement of climate science.

The Conference will serve as an international platform for constructive dialogue among representatives of government institutions, scientific and academic organizations, international organizations, financial institutions, the expert community, and development partners to discuss the enhancement of hydrometeorological monitoring systems, advancement of cryosphere research, application of modern observation and forecasting technologies, strengthening resilience to climate-related risks, and fostering international cooperation in the context of global climate change.

The Conference is expected to produce a set of practical recommendations aimed at improving hydrometeorological monitoring, advancing scientific research, conserving glaciers, enhancing resilience to climate risks, and further strengthening international cooperation on climate change.

Climate change is one of the most pressing global challenges of our time, exerting profound impacts on the environment, water resources, and the socio-economic development of nations. For the Republic of Tajikistan, where more than 93 percent of the territory is mountainous, the impacts of climate change are particularly severe.

These impacts are reflected in the accelerated melting of glaciers, changes in hydrometeorological conditions, increasing frequency and intensity of hazardous hydrometeorological events, and growing climate-related risks affecting the population and key sectors of the national economy.

The Conference also coincides with the 100th Anniversary of the Hydrometeorological Service of the Republic of Tajikistan. Over the past century, the national hydrometeorological service has become a key governmental institution responsible for hydrometeorological monitoring, climate research, forecasting hazardous natural phenomena, and ensuring the country's hydrometeorological security. It has made a significant contribution to sustainable socio-economic development, water resource protection, disaster risk reduction, and the implementation of Tajikistan's international commitments under the global climate agenda.

This centennial milestone provides an important opportunity to review achievements, present the sector's latest developments, and define strategic priorities for its future development in the face of climate change.

The Republic of Tajikistan plays a pivotal role in the formation of Central Asia's water resources. A significant proportion of the region's freshwater originates within the country, primarily from glaciers and seasonal snow cover. Consequently, strengthening modern hydrometeorological monitoring systems, expanding observation networks, introducing innovative monitoring and forecasting technologies, and promoting scientific research on the cryosphere are of strategic importance.

Under the leadership of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, the Republic of Tajikistan has initiated a number of internationally recognized initiatives on water resources, climate change, and glacier preservation that have received broad support from the international community.

The adoption by the United Nations General Assembly of resolutions proclaiming 2025 as the International Year of Glaciers' Preservation, establishing World Day for Glaciers, and declaring the International Decade of Action on Cryospheric Sciences (2025–2034) underscores the growing importance of international scientific cooperation and coordinated action to preserve the cryosphere.

The Conference dedicated to the 35th Anniversary of the State Independence of the Republic of Tajikistan will provide an international platform for sharing knowledge and best practices, discussing emerging challenges in hydrometeorology, climate change, and glacier preservation, and developing practical solutions aimed at strengthening hydrometeorological monitoring, enhancing climate resilience, and promoting international cooperation in response to global climate change.

The primary objective of the conference is to consolidate the efforts of government authorities, the scientific community, international organizations, financial institutions, and development partners to discuss current challenges and future prospects in the field of hydrometeorological monitoring, glacier preservation, and the mitigation of adverse impacts of climate change.

The conference also aims to facilitate the exchange of scientific knowledge and best practices, promote innovative technologies, strengthen international scientific and technical cooperation, and develop practical recommendations.

Within the framework of the conference, discussions will focus on scientifically grounded proposals and the development of new partnership initiatives aimed at improving hydrometeorological monitoring and forecasting systems, advancing cryosphere research, enhancing resilience to climate-related risks, and contributing to the achievement of the Sustainable Development Goals.

The conference is intended for representatives of government authorities, national hydrometeorological services, scientific and educational institutions, international and regional organizations, financial institutions, centers of excellence, expert communities, development partners, as well as specialists and practitioners in the fields of hydrometeorology, climate change, water resources, cryosphere research, disaster risk reduction, and sustainable development.

Participation is expected from representatives of relevant institutions of Central Asian countries and other states, as well as international organizations, including the World Meteorological Organization (WMO), the United Nations (UN), specialized agencies of the UN system, international financial institutions, research organizations, and other international partners.

The International Scientific and Practical Conference will be held in Tajik, Russian, and English, with simultaneous interpretation provided.

The conference will be conducted in a hybrid format, allowing both in-person and remote (online) participation.

The conference is expected to achieve the following outcomes:
